WhatsApp and Telegram for Business: A Shared Team Inbox Guide
How to run WhatsApp and Telegram customer conversations as a team, from the WhatsApp Business app vs the Cloud API and the 24-hour window to Telegram bots, connected accounts, assignment and the setup mistakes to avoid.

To handle WhatsApp and Telegram as a team, connect each channel through its official business interface — the WhatsApp Business Platform (Cloud API) and the Telegram Bot API — to a shared inbox where every conversation has an owner. That replaces one phone passed around the office — one person replying at a time, no owner per customer, no permissions — with a list the whole team can see, assign and close, and the history stays when shifts change.
WhatsApp Business app or WhatsApp Business Platform?
| WhatsApp Business app | WhatsApp Business Platform (Cloud API) | |
|---|---|---|
| Where you reply | The app on a phone and linked devices | Your own software or an inbox tool |
| Team work | Limited | Many agents, assignment, permissions |
| Messaging first | Free-form, like personal WhatsApp | Outside the 24-hour window, approved templates only |
| Setup | Install and verify the number | Meta business portfolio, app, number verification, webhook |
A number that is registered in the app usually has to be removed from it before it moves to the Cloud API. Using one number in both is only offered through certain partners' onboarding flows, which Meta calls coexistence.
The 24-hour window and template messages
When a customer writes to you, a 24-hour customer service window opens, and every new message from them restarts it. Inside the window you can reply freely. Outside it, you can only send templates that Meta has approved.
- Templates have a category: marketing, utility or authentication.
- Variables such as {{1}} need sample values when you submit the template.
- Approval usually takes from a few minutes to a day.
- Get the customer's opt-in before messaging first, and respect "stop" requests.
- Meta may bill template messages; check Meta's own pricing page, as prices change.
The number of people you can start conversations with each day is also limited; the limit grows with business verification and good quality.
Telegram: bots and connected accounts
On Telegram, a business usually works through a bot. You create it with @BotFather, receive a token and connect the token to your inbox. Two rules matter:
- A bot can't message someone first. The customer has to start the chat, so share the bot's t.me link on your website or in your email signature.
- Bot chats have no 24-hour window — you can reply whenever the conversation is open.
You can also connect a bot to a regular Telegram account so that messages sent to that account land in the inbox. The account owner does this under Settings → Chat Automation and chooses which chats the bot can access; according to Telegram's 2026 update, Premium is no longer required. On the bot side, Secretary Mode (formerly Business Mode) must be enabled in @BotFather. Replies on the account's behalf are only possible in chats where the person wrote within the last 24 hours.
Assigning conversations to agents
A shared inbox needs simple ownership rules:
- Views for Mine, Unassigned, Open and Closed.
- Agents see their own and unassigned conversations; managers see everything.
- Whoever replies first to an unassigned conversation takes it, so customers don't get two answers.
- Closing a conversation keeps the list clean; a new message reopens it.
On WhatsApp, also watch the clock: a warning before the 24-hour window closes saves you from switching to a template.
Contacts, opt-outs and blocking
Give contacts a proper name, record who asked not to be messaged and block spam. On WhatsApp, a platform-level block works only for people who wrote in the last 24 hours. If your team should not copy customer phone numbers, hide them for those roles.
Combining with live chat
Website visitors tend to use live chat, while mobile customers often prefer WhatsApp or Telegram. Keep the same team, login, tone and canned answers across channels. Whether you use one combined list or one inbox per channel, the channel rules — the WhatsApp window, the Telegram first-message rule — should be visible where agents type.
Setting it up step by step
For WhatsApp (Cloud API):
- Be an admin of a Meta business portfolio, with a number that can receive an SMS or voice call and a privacy policy page on your website.
- Create a Meta app for WhatsApp, then add and verify the number with its display name.
- Create a system user with a permanent access token.
- Enter the details in your inbox tool, set its webhook URL and verify token in Meta, and subscribe to messages.
- Switch the app to Live and send a test. Display name review and business verification continue in the background.
For Telegram: send /newbot to @BotFather, add the token to your inbox tool, publish the bot's t.me link and, if you want, connect your account via Chat Automation.
Common pitfalls
- Meta app left in Development mode: real customer messages never reach your webhook. Switch it to Live.
- Number still active in the WhatsApp app: registration on the Cloud API fails.
- Rejected templates: missing sample values or the wrong category.
- One Telegram bot in two systems: a bot has one webhook, so only one system receives messages.
How VOLTR does it
VOLTR connects WhatsApp through Meta's official Cloud API. A step-by-step "Connect number" wizard guides you; you enter your number's Meta details once, and VOLTR subscribes the app to your account and registers the number (6-digit PIN) from the panel. The WhatsApp inbox shows the time left in the 24-hour window and warns before it closes; after that, you send an approved template. Templates are synced from Meta, created and deleted in VOLTR and sent with variables, and messages show sent, delivered and read status.
For Telegram, you enter the bot token and VOLTR sets up the webhook. A Telegram account connected to the bot via Chat Automation lands in the same Telegram inbox, and agents send and receive files. Both channels share the assignment rules above, contact lists and contact blocking; WhatsApp contacts also have a "do not message me" switch, and phone numbers can be hidden by role.
Live chat, WhatsApp and Telegram work under one login with the same role and permission structure; each channel has its own inbox, and one list for all channels is the stated goal. See the messaging channels page and, for your website, live chat.
Frequently asked questions
Can we keep using the WhatsApp Business app?
For one person, yes. For a team with assignment and permissions, the Cloud API is the route, and the number usually has to leave the app first.
Can we message customers first on WhatsApp?
Yes, with an approved template and the customer's opt-in. Free-form messages are only possible inside the 24-hour window.
Do we need Telegram Premium to connect our account?
According to Telegram's 2026 update, no: Settings → Chat Automation works without Premium.
Open a free account and add WhatsApp and Telegram from the Subscription section in the app; current module prices are on the pricing page.
